NGC is composed of members for whom national dues are paid according to the Bylaws. This includes members of a garden club belonging to a State Garden Club, Honorary Life Members, Life Members, National Affiliates, International Affiliates and members of Youth Gardeners. As of October, 2008, membership was approximately 198,345 with 6,095 clubs, 248 National Affiliate Members and 491 International Affiliate Members.

Members of NGC are members of the largest gardening organization in the world. NGC welcomes membership applications by individuals and by garden clubs. Members of NGC may learn the basics of flower arranging and horticulture, may avail themselves of educational opportunities in the schools sponsored by NGC and may borrow resources from NGC Headquarters for club programs and projects. Joining the National Garden Clubs enables individuals to meet other gardeners, to exchange ideas and to compete for awards and grants.

Member garden clubs may nominate a qualified college student to apply for a scholarship in garden related fields. NGC also offers member clubs a low-cost liability insurance policy for special events.
