Pacific Region Award Rules

Awards Year:  January 1 to December 31. All awards may be applied for annually, if merited, unless otherwise stated in award description.

Deadline: March 1st.  All state entries are sent by the state awards chairman in one package using a box or padded envelope.  Do not place each entry in its own envelope.  A ‘packing list” must be included.  Entries must be in the hands of the Pacific Region Awards Chairman no later than March 1st.  Exceptions: Entries for Pacific Region level of NGC Awards:  Award of Honor - February 1st - to the Pacific  

Region Awards Chairman (this is the only award application sent by this Chairman to NGC); Publicity Press Books, Smokey Bear, Posters, Poetry, Essays, etc., are sent to specific Regional Chairmen with different due dates. Consult NGC instructions for dates and Pacific Region Roster for Chairmen; Pacific Region Scholarship applications are sent to the Pacific Region Scholarship Chairman.

 

Application forms: Required for each entry. Current Pacific Region Application forms are available from the state awards chairmen.  List the chairman or editor of the project; if there was no chairman but led by a committee, then say so.  The application form must be signed by the state president and state awards chairman. Attach one completed Pacific Region application to the inside of the front cover of the book of evidence with a paper clip. 

Book of Evidence: A book that tells how the project was accomplished.

1. Label on outside cover: number and name of Pacific Region award, name of club(s), city and state.

2. Presentation: not to exceed 6 sheets of paper, 8 1/2 x 11", front and back may be used for maximum of 12 pages.  Material must be attached to numbered pages and secured in a report cover or 2 pocket folder. Exceptions are noted in the award description.  No 3-ring Binders.

3. Top of first page should include number and name of Pacific Region award, name of club(s), number of members for whom NGC and state dues are paid.

4. Written text should be concise and typewritten; cover all requirements in award description and comply with  Scale of Points for Achievement, Participation and Record.

5. Photocopies are permitted. 

6. No table of Contents or Summary is needed.  Summary appears on the Application Form.

Plant Societies may enter as a club if there is no separate class for plant societies.  The Plant Society must be a member of a state garden club, and thus a member of Pacific Region of National Garden Clubs.

Scale of Points for all Pacific Region Awards except Flower Shows, and Publications:

Presentation  5 points  neat, concise, includes all required information, does not exceed 6 pages.

Achievement  65 points  scope of project: need; benefit; activities to attain goals;; evaluation of goals reached; educational value; prior planning; brief history if continuing project; financial report; other.

Participation 15 points  size of club; involvement of members, community, government agencies, professionals, youth, residents in facilities, others.

Record (documentation) 15 points  supporting data (as applicable), clear, well labeled and neatly attached, before and after photographs, landscape plan, letters of appreciation, community awards, newspaper/magazine articles, radio or TV script, etc.  Photocopies are permitted.

Total  100 points

 

Scale of  Points for Publications except Yearbooks, Flower Show Schedules and State Convention Program Booklets (rules apply to all, only actual point score is different).  No Book of Evidence required.  Presentation and Record should be on the Pacific Region award application form.  See award description for number of copies of the publication to be sent.

Presentation  5 points  brief description of publication, number of members, club membership, percentage of club participation. 

Achievement (as applicable)  65 points  educational, informative, accuracy, clarity of subject; quality of printing, photography, and/or graphics; general appeal.

Promotes NGC Objectives  15 points 

Record  15 points  number of copies distributed/sold, how distributed, cost of publishing, price if sold.

Total 100 Points

Scale of Points for Standard Flower Show Schedules will be the NGC scale. 

Scales of Points for a Small Standard Flower Shows:  Must include a Book of Evidence, see NGC Handbook for Flower Shows for detailed information.  Use Pacific Region award application form.  All other requirements the same as for NGC as applies to a small standard show.  Will be judged according to NGC Point Score adapted for a small show.

 

Scale of Points for State Convention Program Booklet:

General Information  20 points   name of state, location, theme, date, member of NGC & Pacific Region, conservation pledge, name of president, host district, convention chairman.

Format  30 points  cover, title page, committee chairman, convention rules, order of business, times for registration desk, workshops, salesroom, meals and programs, acknowledgement list, badge key.

Theme or title  20 points  creative/appropriate, carried out throughout the convention.  If this is not            apparent from the program booklet explain on the application. 

Distinction of booklet over all  20 points  well organized, easy to read, cover attractive, etc.

 

Scale of Points for Yearbooks:  Will be judged according to the NGC Scales of Points for yearbooks.  No book of evidence is required.  A Pacific Region award application should accompany the yearbook.  There is no need to fill in the description part of the form.

Return of Materials: State presidents must pick up the books of evidence, etc. at the close of the Pacific Region Convention for return to the proper applicants.  If a Pacific Region Convention is held after June 1st, entry material will be mailed to the State Awards Chairman by June 1st.  Winners will NOT be announced or certificates awarded before the Pacific Region Convention.

Awards:  First, second, third and honorable mention certificates will be given and first place winners will receive $20.00.  Exceptions: Pacific Region level winners of NGC receive only certificates; scholarship and essay winners receive different monetary awards.  Certificates will be presented at the Pacific Region Convention.  Checks will be mailed directly to winners after each state convention but not before the Pacific Region Convention.  Please cash the checks as soon as possible.
